To me it's more of a lore thing. Real creatures have scales feathers or hair. Rarely a mix I think.

Based purely on my observations, I was of the opinion, that usually eyebrows (hairy representatives) don't use asari as their hosts.But after we encountered eyebrows with asari, I'm starting to wonder can it implicitly prove that eyebrows have self-awareness?
