Hmm, if it can read disc 2 but not disc 1 then it's more likely that there's something wrong with the disc itself. Can you see any scratches or smudges on the underside? If there's any dirt on it try gently cleaning it with a clean soft piece of cloth. If there's any scratches are they deep or just shallow scrapes?

Also whether or not there's anything visible on the underside, try putting disc 1 in your PC drive, clicking on My Computer and r-click on the DVD drive -> Open. Can you access the contents or does it just hang upon opening? Do you get any error, and if so, what does it say? Try this with other random DVD's/CD's as well (movies, other games, etc). If they all open fine then it's unlikely there's something wrong with your DVD rom drive.

If you can't open the disc contents at all, but your DVD drive runs other game discs / movie DVD's just fine, then I'd say it's likely the disc is just damage beyond repair, in which case I advise asking the store you bought it at for a replacement. If you bought it at a retail store this should be fairly easy, if you ordered it online you'll likely have to mail it back to the online retailer for replacement.

This seems to be a common problem. I had the same issue in that my drive refused to read disc 2. The only solution I found that worked for me was to grab a different drive from another computer in the house. That one would read the second disc, and I was able to install the game that way.

If you don't have a second drive available, you could try the following method (provided by another forum member):

Step 1. uninstal all copies of me2

Step 2. put cd2 in your cd tray

Step 3. Useing deamon tools or a program like that make an image of the cd

Step 4. Mount said image of disk 2

Step 5. put cd 1 in cd tray

Step 6. instal, it shouldnt ask for disk 2 becuase you have it mounted in a virtual drive

Step 7. ???

Step 8. PROFIT!

Also to make sure you've got everything you need your mass effect folder at the end of the instal should total roughly 11.4GB if it's less you are missing something smack yourself and start from step 1.

Try what I did: take the dvd drive that will read the disc out of the other computer and hook it up to the one you want the game on. Then install from that drive.
