This appears to be a continuation of an earlier statement:

However, new technology (methods, tools, and devices) is created by studying existing systems, research, or at the very least trial and error. If we don't understand how something works, we at least try to understand what does work, and then use that knowledge to create new technology. If not on an individual level (example, I don't understand exactly how micro circuitry is manufactured) then at a species level, someone had to understand it and propagate that knowledge. The idea of using technology, necessarily includes some understanding.

Our system of education is one in the service of understanding. Our news media is one we consume in the interest of understanding the happenings in the world around us (what has happened and why).

Additionally, Synthetics use new technology to improve themselves. Tali mentions that the Geth have "evolved" since the rebellion, the Geth built a Dyson Bubble in ME3, and the Leviathan mentions that indoctrination is a Reaper perfection of its ability to influence organics. Surely, these can all be seen as perfections through technology.

So, the distinction between how organics and synthetics seek perfection seems to be one without a material difference.

There is a marked difference the problem is BioWare always downplayed the capabilities of AI's unless it served to move the plot forward or allowed EDI to help. A weakness in the story to be honest but simply looking at the moments were AI's are capable of showing their full potential you can extrapolate what they would really be capable of if not for plot related restrictions.

 

I see the whole thing in a rather simple set up of increasing development.

 

Chaos exists for billions of years before that chaos creates evolution which adds a measure of order to the galaxy. Evolution takes millions of years to create the apex races (Man, Leviathan, Asari, Turian, Etc). It only takes a couple hundred thousand years for apex races to supplant evolution and adds a much greater degree of order to the galaxy. Apex races then create Synthetic races to improve their lives even further and add more order to the galaxy. Synthetic races only need a few thousand years to surpass apex races. Synthetics due to their very nature create absolute order in the galaxy.

 

 Organic life can not exist in absolute chaos or absolute order.

 

That is the point of the harvests as the Catalyst was attempting to use evolution to create the race or races that were capable of bridging the gap between the order and chaos of Organics and the absolute order of Synthetics. This is also why the Catalyst when given the chance advocates Synthesis because it would allow that gap to be filled. Without worry that the current solution using evolution will fail before the problem is solved and the conflict starts up wiping out organic life. Because it stated the Reaper solution was failing and in a couple of cycles it would fail completely.

One interpretation, I suppose, is that Organics and Synthetics just have different standards of perfection. Organics see defects of the body (ie medical issues) while Synthetics, already being designed beings (and thus created perfectly?) or perhaps because they can exist as software and gain and lose capabilities as they move from platform to platform, see defects more in knowledge.
