How far must I progress a romance to get the dance on the balcony scene at the end of WEWH?
I usually do Abyss before WEWH so this has not been a problem before, but now that I'm doing WEWH first, I'm not sure how far I can progress the romance before doing the quest.
I'm specifically romancing Sera. I've done Verchiel March, but haven't done Pranks yet. Is that good enough, or do I need to do Pranks? How about Pride Cookies?
How to set up the dance at the end of WEWH?

I don't know anything about Sera's, but in general it's a good idea to advance things to perhaps a point where the relationship is discussed. Perhaps with Sera this point is after dealing with that guy who tried to set you up.
While I was romancing Cassandra, I did WEWH first, and headcanoned that Varric needed time to write the next installment of S&S. So we went to Halamshiral. I was able to flirt with Cassandra, but in the end it was Josephine who showed up on the balcony. So I assume I would have to at least move past the part where I got Varric to give her the book, or perhaps the scene "Planning Troop Movements" where Cassandra talks to you in the war room.
Personally, I preferred Josephine's dance to Cassandra's anyway. It was just a dance between friends, and Cassandra's acceptance line isn't all that great anyway. Plus, Cassandra's confession of appreciation for my Inquisitor came quickly after that, so I headcanon that the dance with Josephine made Cassandra a little jealous, and more willing to express her true feelings.

I was able to lock in Sera's romance before WEWH pretty easily. Full path to lock in:

I was able to lock in Sera's romance before WEWH pretty easily. Full path to lock in:
- Recruit
- Use flirt dialogue option whenever possible, otherwise use positive/supportive/accepting options
- Side with mages and conscript them
- Verchiel March: have Sera kill the noble and support Sera and the Red Jennies in the follow-up "not used to that acceptance thing" dialogue
- Pranks - fully committed
- About an hour of adventuring, enough to fill out 3 focus bars (not sure if this is strictly necessary)
- Pride cookies - supportive options (though the "Grow up" option is pretty exciting -- all it lacks is hair pulling and eye scratching)
- Exhaust all "Tell me about yourself" options
- "I want to get to know you better" lock in
