I've done three main quests: Broken Circle, Nature of the Beast and Paragon of Her Kind.
And yet, Tamlen's encounter won't trigger no matter where I travel to.
Ghoul Tamlen encounter isn't triggering.

It triggers during the ambush scene. I think you should be able to get it by traveling from one area to another without going to camp first. If you go to camp first and then travel, it won't trigger.
If it still won't trigger for you, then it's either a bug or you skipped it, or you played it already and forgot?
