I don't know where the Keep pulls its data from, but I've tried Replay Startup a couple of times, and it always imports Wardens I have deleted from the BioWare file, while also refusing to import the one Warden I've completed the entire game with, including Awakenings. I am frustrated for being unable to find a manual option for this upload. What is the issue I'm having here? (Quick note: this is not a "today" problem- it is something I've attempted a few times over the course of the last 6 months or so) Please advise.

It imports them from the now defunct Bioware Social Network, which is where the game sends them to. The upload slots were few in number and the space was limited.

 

Just rename a default warden and upload their portrait instead.

Does that mean it isn't possible to sync the world state particulars surrounding the Warden's quest?

Quest information is not imported to the Keep - just the portrait, class, race.. things like that. You will need to go through your tapestry and specify the choices for the quests and companions in there, then save it and export it so Inquisition can import it during the start of a new game.
