Appears to be random loot? Any better/best locations to check. An i more likely to find if wearing prowler armor?
No, doesn't matter what you are wearing. What matters is the tier level of the container. Since that is a Tier 3 schematic, you need to farm Tier 3 chests.
You can find them most easily in Valeska's Watch in Emprise du Lion, and in the Cradle of Sulevin, provided you haven't already cleared those locations out.
I prefer Valeka's Watch since it is easier to get to. The Tier 3 chests are in the locked room. There are two of them.
You can farm any chest in Valeska's watch as follows:
1. Stand near the chest, close enough to see the interaction icon
2. Save (Quick Save if on PC)
3. Open the chest and inspect the contents (do NOT do Take All!)
4. If the chest contains the schematic you want, take it, you are DONE!
5. If it does not, close the chest (ESC on PC) without taking anything
6. Reload from save (Quick Load on PC), repeat at Step 3.
Since Valeska's has two chests, you can check both before reloading.
The Cradle of Sulevin has more than 2 Tier 3 chests, but you have to leave the area to reset their contents, you can't just save/reload.
There are other Tier 3 chests around the game, if you have already cleared those two.

There are 3 t3 arm/leg shematics for each class.
2 of them can be farmed at t3 chests (i got both from the chest in valammar)
and 1 can be bought in hissing wastes which is the best one in terms of stats.
Later on the arm/leg shematics are worthless because the best armors you will get
in the 3 dlcs all have no upgrade slots.
If you dont care about stats but fashion, then you can do this:
Farm a t3 chest for the shematic. If you don't get it you may find an armor (blue)
with arms upgrade. Just put this upgrade out off the armor (crafting) and
use it for your current armor.
One last advice: When you want to open a chest and reload, then you should
not stand to close to that chest, because then loot will be the same!

That's definitely not true. I make the save as close to the chest as possible (i.e. so I don't have to move the char) and it's different loot every save load.
BTW, I actually found such a "blue" armor with arms upgrade just yesterday, pretty sure it was the first time ever as I can't recall seeing it before.

Hmm...
When iam standing close to a chest, the loot is always the same when reloading.

I've always stood close to chests (and the special delivery chest) when I want to reload and I've never had that issue. Sounds odd as well IMO, can't see why it would.

Tried the valamar trick. Had the save right outside vault door. Gave up after 2 hours. 5 different playthoughs without that schematic. Started a new rogue with the hopes it would spawn for her.

Are you on PC and do you have access to the Golden Nug? If you are, there is a short cut you can take.
Download one of these save files, load it, sync to the Golden Nug, then reload your own character's save. Sync the Golden Nug. Now you have all schematics.

When iam standing close to a chest, the loot is always the same when reloading.
FWIW.
I have save scummed chests that are not sensitive to your position.
I have save scummed chests that do not reset unless you leave the map.
I have NOT saved scummed any chests that lock their contents if I stand too close, but unlock if I move away.
So perhaps the cases that seem to be sensitive to your location were actually just chests that don't reset unless you leave the map?

I should add that I only save scum certain chests in the Hinterlands (the Tier 2 ones) plus the Special Delivery chest, so my experience is limited in that regard. On the other hand, I've scummed those chests loads of times in loads of playthroughs.
