When you flirt with a character you click on the heart icon and your character says automatic line. Player has no control over what they say and this also means all characters flirt the exact same way. My suggestion is that instead when you click the heart icon it takes you to new conversation wheel and you have 3 (minimum) romantic dialogue options to choose from. That way you can refine your characters personality better and romancing the same companion with a different character is more meaningful when you can have different approach to the relationship depending on what kind of character you play.

They would end up expending a much higher percentage of the word budget on romances that way. The only way I could see it working is if they had significantly fewer romances per game. On the whole, I prefer more choice in characters to flirt with over more choice in how to flirt with them.

While I like the idea, and see its value in roleplay, I doubt they're going to do this. As Andraste_Reborn says, there is a limited word budget for these things, and also romances are optional content, so they aren't going to go overboard. If they were going to give a higher word budget to the romances, I'd prefer that they add another entire romance scene, or more general dialogue, not some specific flirts.
