Creating a new topic at request (I guess my problem was slightly different)
Playing ME2 from Steam on
e6600 2.4ghz dual core
8800gt
gigabyte mobo w/ Realtek HD audio output
4 gigs ram
winxp sp3
Get terrible lag during cutscenes, they can barely play at all, and do so with lots of skipping. Get major slow down periods when new areas are loading, or when battles begin. The sound I get is a heavy static and popping sort of affair. It just feels to me like a sound issue (I know that's not technical but I've had plenty of video hardware related issues and they are different). Otherwise the game runs very smoothly.
Steps I've taken:
1) updated drivers for video and audio (no effect)
2) got rid of klite codec pack (no effect)
3) killed sound hardware acceleration (made problem worse)
4) tried to kill some of the other running processes (maybe fixed things a bit)
5) defrag (maybe better, not sure)
6) Reduced graphic settings all the way to see if my video card is getting over stressed (no effect)
7) consulted the oracle [google] (no effect)
Any assistance? If it helps, I have the exact same problem trying to play Mirror's Edge only I didn't care enough about that game to pursue the fix (got it during the steam super sale).

Update is the following:
+ when sound is turned off there seems to be a little lag right at the beginning of a prerendered cutscene but is smooth after that. Hard to tell but it SEEMS i've isolated it to sound. The intro videos were still laggy though (sometimes they are, sometimes they aren't, sometimes the game starts in 4 seconds, sometimes 30, I seem to be able to play when in starts quickly without too much lag, when its slow though, the in game lag is worse).
+ I'm going to try and borrow a sound card today to see if it helps, maybe isolate the issue to my onboard mobo sound card.

Anyone with a dedicated sound card have this issue?

Did you also try updating your mobo chipset drivers?
Which audio drivers did you try the ones from http://www.realtek.com.tw
or http://www.gigabyte.us?

I upgraded audio drivers from http://www.realtek.com.tw/ BUT, i didn't try and update my mobo chipset drivers.... I'll give that a shot.

looking at gigabyte, the most recent chipset driver is from 2007, and I've certainly updated since then

Just a note for BIOWARE. Is this something you guys are aware of? If bug tickets are filed, if devs are looking into it, I'm happy. I can put the game aside for a bit without too much heartache if I know this issue is set for a future patch I guess. Not asking for an instant solution, just a note on the known issue list really.

I'm having the exact same problem as you which is rendering the game almost unplayable.
Quick specs:
e4600 core2duo @2.4ghz
8600GT (am getting a gts250 today or tomorrow, but I dont think this is the problem)
Asus P5QL/EPU mobo
2 gigs ram
winxp sp3
When the stuttering/ sound issues start if I alt-tab and then go back into the game the stuttering gets better, but the sound issues are persistent until I restart. I'd like to see if anyone has a better solution.

Feels like more and more posts are popping up about stuttering. Hopefully we are gaining some traction?

My new parts - a video card, HDD, and PSU - came in and after installing them and formatting the new HDD I reinstalled ME2. I'm pleased to say that the problem is fixed.
I don't know what the problem was but I think it was dependent on my hardware; probably the video card seeing as how I'm using the same onboard sound as before. It could also have been something I had installed on my previous HDD messing things up - I will update if anything changes as I install all my software on my new HDD.

I fixed mine by installing Win 7 on one of my partitions. Runs perfectly now. I'm convinced my problem was a driver-related software issue since Win 7 treats sound 'better' than xp, at least for gaming, at least for those codecs.
Yours could very well be hardware, but I bet that the format and full reinstall had soemthing to do with it to ; )
Either way, hope you like your new hardware!

looks like a graphic cards issue.. Common point being: 8800GT or 8600GT
Have you tried older drivers ?

This is purely a Windows XP or XP Driver issue.
I've been posting in a few of these threads, because this problem interests me.
I used to have this issue myself back when I used XP, obviously not with Mass Effect 2, as its been a while since I used XP, but with a few other games and VLC.
I tried tracking down this issue, but never managed to find the cause, but was happy when it disappeared after installing Windows 7.
When I had this issue, I noticed that swapping out my ATI 3870 with a 8800GT made it disappear, but as I've seen people here with both ATI and nvidia having the issue, there is more to it than that.
Cannot really give any proof as to why I think this, but this issue might have something to do with the HDA bus, which I know exists on ATI boards, not that into nvidia cards anymore, so cannot say anything specific about them.
Current Known Solution: Install Windows 7.

I have XP and an 8600GT and I've got similar issues - updated drivers and the stuttering is better but still getting flickering and black boxes around subtitle text at times.
