I've got only about six hours into this game but my curiosity is getting the better of me: are the Illusive Man and the Shadow Broker the same person?

I don't think so. I think they're competitors in a chess game, using others as pawns for their plans. Just my thought.

They're not. They both tend to do battle with information and resources, but are opposites.

The Shadow Broker never meets anyone in person, whereas TIM shows his face when necessary. Also, the Shadow Broker is unbiased towards any species, he maintains a balance of information and power while accumulating large sums of money in the process. TIM is by his very nature pro-human.
What's interesting, however, is that TIM doesn't seem interested in the Shadow Broker. You'd think he'd be curious about another reclusive power player hiding somewhere in the galaxy, but he never so much as mentions him.
Aria seems to be on the run from the Shadow Broker, she mentions enemies with long memories and goes to great lengths to hide who she used to be and surround herself with protection despite being an immensely powerful asari commando.

The Illusive Man, as bad as he may seem to some, actually has a few things going in his favor. First, the Shadow Broker deals with the Collectors, which by extension deals with the Reapers and their plans. Cerebreus does bad things, but for ultimately good aims while the Broker seems amoral, profit and information over anything.
