The mission to get him will be pretty obvious.
Yes, he can use an AR but he is a really REALLY good sniper. He also is able to get a special sniper rifle only he or Shepherd could use

You get Legion during the Reaper IFF mission, one of the main missions after you've collected your other squad members.

Wait what, Shep can use that rifle? I didnt know that!
When you do the Collector Ship mission, you are given the choice of 3 special weapons when you're about halfway through the ship. Revenant HMG, Claymore Shotgun [Grunt's weapon] and Widow Sniper [researchable for Legion later on]

Yes - he's basically the last one. And once you get him, the mission will progress a bit more after a set time and even if you want to run around with Legion doing alot of stuff, there will be a bit of depressing undertone to your ship's condition.

You do not necessarily need all the others before Legion, you need most before The Illusive Man will give you the mission you get Legion on.
