Yes I know you can't really but you kind of can.
Get him asap and basically play him with your character as a healer.

Kind of fun actually.
Not as fun with a ranger thief for lockpicking
But I have not played very much further then Broken Circle

Solo means alone. You can only solo the PC. He is the one character you cannot leave out of the party. You cannot solo your companions. Shale is not alone since your PC is acting as healer that would be a duo.

Actually if you leave your character doing Nada you are soloing.
Set all tactics off.
When a cut scene happens, ie interaction, yoou obviously must use your character but that is about it.
Keeping your character far enough away will allow solo

But you stated that your character was a healer. So your character is not doing nothing. Unless you are not using him to heal. Also you character still draws attention just by being there.

True, so I think to solo Shale you should play the main character as a stealth rouge and set tactics to:
1. self any, stealth
2. nearest enemy visible, wait

That should work for your speudo-shale-solo
