I played Mass Effect 1 and finished the game, a few times, I saved the council in my games beause it was supposed to be harder. I have since lost my saves, I started a new game and it seems your actions at the end of ME1 are now preset, if I replay ME1 and save the council and do things the way I want will it change the start of ME2?

The only thing it changes at the start are the amount of XP, money, and paragon/renegade points you gain as a bonus (ie, if you had the rich achievement from ME1 you get bonus money). In the game though some of the decisions you made (a small number) will impact some gameplay.

As for the OP, I'd replay ME1. It takes patience, but you really want that seamless feel when you step into ME2. Also, it isn't a "small" number of decisions carried over(that would ruin the entire point of Mass Effect), theres quite a few. The council, the crew members you kept alive, the random people throughout the game you decided to kill or not, there's even small mentions of the places you visited in ME1.
There's a lot of characters from the first ME2 brought over who will react to you according to how you treated them in ME1. Replaying for a perfect save is worth it.

Repeating myself, they are bonuses and it does not change how the ME2 story starts. Also those imported decisions are almost entirely just nods and winks to the original ME1 story.

So... do we have to complete the side quests, or can I just dash through the story line and enjoy ME 2? Cuz I'm really getting tired of doing all of these side things...

Im guessing mostly stick to the main quest line, and the DLC for ME1 that would probably do it.

Actually there is a great deal information used from your ME1 save. If you plan on importing I would do every sidequest except the collection quests to get the most out of your ME2 run.
I am in the same boat with regards to playing ME1 again just to import a different character in 2. It has gotten boring, however I think it is worth it in the end.

Giving Tali the Geth info opens up a few more dialouge options.
Just be aware that the defaults are...
Male shep kept Ashley alive

Basiclly if you do a default playthrough its assumed you f'ed everything up you could in ME1
