Depends. If you copy it onto another hard drive that you will be recovering your XBL account to, then yes. If you wanted to copy it to someone else's HDD for them to use with their XBL account then no. All DLC is protected by a Digital Rights Management (DRM) which will only allow DLC to be used and downloaded by the person/account who purchased the DLC in the first place.
