Finally found out how to make it accept it.
If you have autorun enabled. after inserting the second disc. WAIT till autorun has popped up and then close it. dont click run or anything. after that you can then click retry on the ME2 installation, and it should accept it. Some reason the installation cant read the disc till autorun has been closed down.

I also had a Disc 2 rejection problem, but this was because I'm running Windows Vista and use DVD43 to allow me to play copy-protected DVDs using Windows Media Centre.
If you use this program, you must disable it BEFORE the installation or you will suffer this problem. This is also likely with similar programs that allow creative use of DVDs / CDs.
