I am posting this fix for the benefit of players getting the message of a missing DX9 dll file after clicking [Play] from the launcher menu. The message sugggests reinstalling.

After reinstalling twice—once to D:\\\\Games and once to the default C:\\\\program Files (x86)\\\\—I went to Microsofts Direct X page and downloaded the latest version of 9c. (they apparrantly slipstream updates without changing letters.)

Even though I am on Vista 64 with Direct X 10 and other Direct X 9 games function fine, it was necessary to download the currect 9c to fix this problem.

I hope this helps others.
