Is there any way to prevent them from constantly overwriting each other? I think I screwed up my characters by picking this.

I don't think so, the last activated power is the one that will be active. So you can't have more than one group power active at any time, since activating a second will overwrite the first for everyone. However, if one guy has a group power and one or both the others have personal ammo powers, he can activate his first, then they activate theirs if they wish to replace his effect with their own.

No, whichever was activated last takes priority.
