What the hell. I bought the direct download from Steam and I can't even play. That is the only thing that happens, what can I do to fix this?

Whoops missed the title....
When does this occur? as soon as it starts?
However, given it is Steam did you validate the files? It is under options when you right click the game icon in Steam.

It starts right when I double click in steam or go to the startup config thing and hit play from there. I tried to validate and still nothing :/

Hmm can you go to My Documents / Bioware / Mass Effect 2 / BIOGame / Logs and see if there's anything in there?
If there is try opening it up with notepad and copy pasting the contents here.

Hmm, that log file isn't much help, I'd hoped there'd be some kind of error report in it but there isn't.
Ok so you can get to the Mass Effect 2 launcher window (with the Play / Configure / etc buttons) right? It's just that the game itself won't launch?
Try going to the ME2 launcher, press Configure to bring up the config tool. Go to Video and switch the window option to "Windowed". Now click Mass Effect 2 at the top left -> save settings and exit back to the launcher. Now try hitting Play again.

Still nothing, this is pretty lame. I paid 50 bucks and can't even play I've been searching and searching for an answer litterally all day :/. I've reinstalled twice (each being two hours long) plus the initial first install. Do you think it could be steam?

It's always a possibility that the game didn't install correctly, in which case your best option is to try a reinstall. Although tedious it's the only way to rule out a broken installation.
edit: Hmm just read your reply, so scratch what I said. If you already installed 3 times...
One other thing you could try is installing some different video card drivers. Do you know which driver version you;'re currently on? Although usually driver incompatibility issues don't lead to games failing to start at all, well, you never know. If you're on an older driver version try updating to the latest ones (we;re on version 196 something I believe). If you already are using the latest you could try downgrading to the 185 or 186 series (I'm still running 186 on my 9800gtx due to some later driver issues with another game).
If you downgrade your drivers make sure to uninstall the old ones first, then reboot into safemode and run a driver cleaning tool, then reboot again before installing the older ones. If you dont use a driver sweeper fragments of the newer drivers will be left behind that may affect the performance of the older drivers.

What could be wrong with the install though? Just a bad file?

Hang on a second, I have one more 'easy' thing you could try. It's a bit more complicated because you have the game on steam, so I don't know the exact location of your game install.
If you go to the Steam folder on your harddrive and browse to the folder that contains your game installs, can you locate the Mass Effect 2 folder? If so, open it up and open up the Binaries subfolder. Inside is a file called "MassEffect2.exe" - r-click on this and choose properties. In the properties window go to the Compatibility tab and check the box "run this program as administrator". Press OK then double-click on the exe-file.
If the game still doesn't start repeat the above and open the Properties window again, but this time check the box "Run this program in compatibility mode for" and then select windows XP with SP3.
If neither of those work, then I'm all out of ideas unfortunately.

The administrator option wasn't even there, and when I go to to choose xp sp3 off the list it isn't there...
