On some gear like the Warden Commander's Armor there is a +15% Critical/Backstab damage buff. Does this affect the damage done by spells as well? Can spells even crit?

No, spells can't crit. They always do the same damage unless modified by a hex, resistance, or a +cold/spirit etc damage modifier on gear.
