When I arrive in a new star system, only a small bit of it is visible - this forces me to move the ship around to find other planets, etc.  In ME1 I was able to move the cursor over any planet in the system when I arrived - is this something thta is no longer possible in ME2?

I am asking because I am concerned about using fuel to simply map out the system.

You don't use fuel in the system, only in the cluster.
