Actually he's normally the most popular character after the romancible ones (often trading off between Shale and Sten) but always beating Zevran and Wynee for sure... just check out the most recent poll in which he's trailing behind Alistair and Morrigan by less then 5 votes as the 4th most desired... of course Leliena is crushing everyone though.

Anyway, I'm thinking Oghren will secretly be like the default 'option' for returning fav. I mean, he always leaves the Warden to do his own thing in the epilogue, while Alistair, Leliana, and Zevran can hang around. It wouldn't make sense for him to return in place of somebody who was actually travelling with you. /optimism
Said I'm done backing Oghren and I meant it, I'm getting all pissed, and thats stupid and immature on my part.
But you bring up an intresting idea that many people seem to have... this idea that there is more then one returning party memeber, and it changes who the returning party member is based on how you play the game. You are not at all the only one to think this.
this will almost certainly NOT be the case
A. If their paying a voice actor to reprise their role and if their putting in the ton of effort it takes to program in a companion... their not gonna have the companion so strictly limited. If they programed in Oghren, morrigan, and leliana, they would give you the chance to use all of them. So when they say there will be ONE returning character, they mean ONE... not just ONE depending on how your story played out.
B. The characters that are more popular then Oggy and the most desired are romancible options. They will not be companions for the same reason THEY NEVER ARE COMPANIONS agian in any bioware game. You think their gonna put in the ton of effort it takes to factor in deaths, romances, "hardening" (hehehe) of certain companions, ect, in awakaning when they didn't even dare take it on in ME2???
Personally, yes, I hope the romance option in the first game returns, BUT NOT AS A COMPANION! DA:O romances were very well done, especially Alistairs and Lelianas... but there were so many diffrent paths and outcomes that it would be very hard to incorporate them all into awakaning while doing them justice. A well done cameo would be much easier to pull off correctly then a full blown companion. I want it done right son!
