I am now having this issues as well, only it happens quite frequently and to everything, from character models to environmental models. I noticed it when I started playing the Dragon Age 2 demo and then I noticed that it was happening in Mass Effect 2 as well. However, it does not occur in any other game that I play.

I'm not playing ME2 but when I saw screenshot I remembered it was the same problem with old game Unreal tournament. I think it should be fixed in patch with improved level streaming.

Just a minor update:
I'm not exactly sure what happened, but for two days the game was working just fine out of nowhere. I didn't do anything, only booted everything up as usual, then a few days ago it started acting up again. I've tried manually messing with the settings through the configuration utility, but nothing seems to effect it whatsoever.
Still no idea as to a fix, really. Hopefully with this next patch, it will be fixed. >.> -nods at Vejn-

You're talking about the wrong game, here.
Mass Effect 2 has NO DirectX 10 OR 11 paths - Straight up DirectX 9. The fact that you mention selecting DirectX 9 from the ingame options, Leads me to suspect you are, In actuality, Talking about Dragon Age II.
While the problem may be the same, The game is not.
As for MASS EFFECT 2, I can confirm that I, Too, Have texture flickering, However, My issue is of a slightly different nature.
While I don't have any screencaps as of yet, The two PRIME examples, Are:
1) The approach to and conversation with the turian standing in front of the yellow forcefield, guarding the slums on Omega....I get a flickering yellow outline around the turian...Same colour as the field.
2) The first time you go to the citadel and you get scanned. The turian scanning you, And the squad members all develop the flickering outline, Although, This time, It's blue.
It almost seems like a lighting issue, That, When it passes over models, It 'sticks' and the flickering is just the nature of the light.
Nevertheless, It's annoying as hell.

At any rate, I doubt highly that you would be able to help, Since I have posted about this issue in the past WITH my COMPLETE system specifications, And after receiving many different 'suggestions' and trying them all, The issue remains unresolved.

This is a Self-help Tech Discussion forum. It is not a gripe, rant, rave, and be nasty forum. You should *NOT* be posting here if all you want to do is SPAM the people here with your negative attitude. Stay in the Off-topic forum where some of that behavior is part of that forum's normal foolishness.

By posting your system specs you wouldn't be doing anyone a favor but yourself. If you don't believe anyone on this forum can help you, you shouldn't have posted in this thread in the first place.

I said "in accordance to" for a reason. Saying "post your specs" normally results in people saying
Windows, directx, nvidia card and audio, without giving exact details on which make, model, and driver revision, all of which is important.
But seeing as you got on your high horse and decided i was being "high minded", you can sod off and deal with EA support. After all, they are the ones who perform the official supoprt for ME2, and thus are paid to put up with your childish attitude.
