Minor Spoilers:

I just did prototype research to get a new power, and went for Armor Piercing Ammo (playing a very fun Vanguard.) After that I went on my next mission (I don't think it matters which) and every time I attempt to click, move or even mouse over the new power, in both the combat menu and the hotbar.

Ok just quick fixed it by using the power via the hotkey and didn't have the issue. From then on I was able to move, click and mouse over the new power in both menu and hotbar. I figure I'll post this thread anyway to see if any others have the issue or at least to let Bioware know it exists.
