Does the put a hard cap on how man people you can recruit? I'm not talk about anything like tali or legion leaving/refusing to join because one othe the other is already int he party (I'm just guessing about that as an example). I mean an actual hard cap.
Do I need to be selective about who I recruit?

No, you can recruit all characters that are recruitable.

I'm not 100% certain I know what you mean, but taking a guess..
There are 10 squad mates, 11 if you get Zaeed (DLC guy). As far as I know, you must recruit everyone to continue the game, and they are always the same (one slot is one of two people, however).

Standard game has ten squad slots, and ten possible squad mates. With Zaeed that means eleven slots, eleven squadmates. No need to be selective in who you choose - with the exception of one, very obvious incident.
