I am with you and hope Tali and Garrus aren't recruitable in ME3. They've had 2 games. I'd rather see another new ME2 squad mate return in ME3, like Thane, Miranda, or Jack than to be stuck with those two again. Especially considering their characters didn't develop or change much in ME2 and they barely even spoke to you.
Though, as you mentioned, the suicide mission is one way to ensure they won't be around in ME3
I'd prefer not to have to kill them and just have them as ME3 cameos, but I will do what is needed to keep them out of my ME3 squad, dangit!!
