Character has loyal status, can swap clothes but loyal move is still grayed out

I got Grunt loyal status, and unlocked hes fort move, I spent 2 points into it, only to find that in my next misson the points where refunded and the move was grayed out. I can still swap his armor and he still shows up as "loyal" on squad status, but i can longer get the move
