I personally prefer the cool Reaper phaser rifle thingamajig. Its cheap, accurate, and powerful... though I sort of miss the big explosions and people running around on fire. *sighs*
You mean Collector Beam Riffle?

I love that one. Reminds me of those Vorlon WTFPWN1NGBBQ beam cannons from Babylon 5.

And I think it's handled the right way. I mean all the ammo you shall pick up for one shot - it would be dumb to run around while firing a mini-nuke every minute.

In the same vein, i found it's just too much overkill. Pretty, but overkill.
Besides, I wanted a big honkin' doom beam so I can shout 'AM FIRIN MAH LAZOR' every time the **** hits the fan.
I actually asked for something like Particle Beam back when ME2 was announced on the old forums - words to the effect of 'give me beam cannon like the laser from FEAR 2'. Bioware heard me!

I don't think there is a gamer alive who, regardless of playstyle, doens't at least TRY the ultimate, killer RYNO of a weapon.

I couldn't get my cain gun to work even with 180% ammo. So I don't even know why it's in the game. And I just wanted to see what the explosion was like. But from all these descriptions here, it seems like it doesn't matter, and that it's just a waste.
You've got to press and hold to make it fire.

Used once just to see what it did and will probably never use it again. Waste of Resources and ammo in my book. I'd rather have multiple shots with my Blackstorm then a single kill everything in front of you once button.
I have access to the blackstorm...but I never use it. It's overpowered as **** and it feels like it's only in the game to remind you to buy everything from Gamestop. I use the Cain.

RYNO = Completely unnecessary and extremely satisfying weapon, definitely worth 500,000 bolts
The Cain makes a fantastic boss fight ender. I would recommend it for final boss, It is extraordinarily pleasing to hit it right in the eye with the "nuke launcher"

I rebalanced this weapon in my own Coalesced.ini - it's way too powerful. 10000 damage in a single shot? Ridiculous, completely trivializes every other heavy weapon in the game. Nerfed it down to 1000 and made that shot use 33% of ammo capacity - it's staying there now.
I think it's pretty balanced, considering that on most missions it's impossible to use it more than two times. It's supposed to be a "Red Button" weapon that you use only if you have too and you know it will do maximum damage.
It's like the "SUPER BOMB" in old school space shooter games, or "Mic Kirby" in the Kirby franchise. It clears the whole screen of enemies, but are very very rare.
If you don't like how it works, you can use something else. However, I don't disprove of your tweaking.

First time I used it was against the Colossus. Just like old times, Garrus? My Shepherd has no time for nostalgia.

Only used the cain twice on Insanity mode thou. First time was the 2 heavy mechs on the Garus Loyalty mission. The suckers were getting to close and garrus and thane were both down.
2nd time was the final boss. Took him down to just over half health with a single shot. Very nice if your trying to do the final mission and lose noone in the squad. Time is important.
