I am sorry. but am I blind or something? why can't I find him in eternity bar? I never played ME1. is it matter that I must play ME1 for getting him in ME2? I don't know. it's weird. or is it bug? I finished ME 2 more than 20 times, why didn't I see him? even I don't understand myself.

yes you do have to play ME1
and use the paragon choices with him as well I believe

yes you do have to play ME1
and use the paragon choices with him as well I believe
Or use the save editor. And the option taken doesn't matter. Charm or Intimidate both work. He'll act like you intimidated him no matter what, though.
