If you don't import a character, game defaults to Udina being on the council

This was the final straw - it made it clear that I had to replay ME1 on the PC so I could import a proper save.

Seriously, what was Bioware thinking with this?  Who, after their first playthrough, decided to put Udina on the council?

Bioware's way of saying "buy ME1".

I figured they would make a bunch of bad choices coupled with a big busload of apathy leading to a bland ME2 experience where you return from the dead and realize what a **** you were.

That is weird cause in the import files you get to choose who was on the Council since ME 1 profile saves saved before the ME 1 total ending, so you get the pick who again.

No need to replay ME1 just to get the options you want in ME2. Unfortunately (by my standards, anyway), there's no way to prevent starting with a level and credit bonus as well, and there are a ton of minor choices that aren't documented on each save (e.g., the random people you run into in various bars/clubs who either love or hate you based on how you resolved some minor ME1 side quest).

It does appear that the default ME2 Shep is a Renegade as Wrex is dead, the council is dead and Udina is on the new council.

Does anyone know if the other Renegade Choices are implied for the default ME2 Shep

I actually picked udina in me1 save I did both and I thought udinas speech was superior for the Renegade ending then andersons.

Well it might have to do with your answers and choices during the flight to the 2nd Cerberus base.

I had a ruthless Spacer Vanguard and i answered both questions with "did what i had to do to win" type answers and I indeed got udina on the council , wrex is dead.

Udina surprisingly is probably the better choice of the two, Anderson says so, and ends up miserable regardless of who you chose.

I positively hate politicians of any kind and after 107 ME1 games I never picked Udina for the Council seat!

Neither did I, now i kinda wish i would have.  Anderson isnt cut out for politics, and he just gets ignored by the rest of the coucil anyway.  Better to hate Udina for making him do deskwork than to struggle the rest of your career for what you know is in vain, IMO.

After you wake up on Cerberus station, once you evacuate, you are asked a few questions, among wich "whom did you place on the council", and neither choice is wrong.

I know in my Paragon ME1 save I put Anderson on the council, and in my first playthrough of ME2, this is what I answered. In my second game, I answered Udina and it worked too.

I'll sign Viper's post above - the decision of who is on the council is entirely dependent on your decision during the short question section in the shuttle. I've also tried it with a single character and both answers are "correct", whatever your decision on this matter in ME1.

Negative...you can choose who was on the council because I did.  Whenever it asks you "what happened next" just choose Anderson.  Regardless of your ME1 playthrough this is the only "Choice" that you can change.

After going 2 playthroughs in ME2 with characters from ME1 - one uber-paragon, and the other more neutral. I thought I would start up a new game as a Default ME2 Shepard and I suddenly found out that the Council was dead, Udina was in charge (oh, the horror - I hated him) and Wrex was dead, I was very surprised that Bioware chose those as the Default story - Shepard was a Renegade in their view. It was an interesting choice by Bioware - it's their game, they're the bosses. But I definitely enjoy my imported Shepard choices much more. Who knows, I might continue this Default Shepard and just be a complete Renegade. Scarface Shepard anyone?

What part of "you can change who took the seat on the council" do people NOT understand? lol. If you hate who you put on the council seat in ME1, just say the other person when the question comes up in ME2...Problem solved and *gasp* It WORKS

There is zero thought put into the "canon" Shepard; it's calculated as follows: If there is a neutral dialogue option, pick that. If there isn't a neutral option, pick the renegade. Hence, Udina ending up on the Council.

Edit: Without a ME1 import, Udina is the Councilor, period. There is no prompt asking who you chose.

Except that option isn't avaliable if you don't import a ME1 character. This should be obvious.
