I have been trying to figure this out, but to no luck thus far.  Is there a way to have a tactic state asist a character, what I mean is that I would like my dps to all attack same target if I want.  Is there a tactic that will attack another person's target?

Yes. You want Enemy: target of main character. (or words to that effect)

Not sure about that, but I did see soemthing along the lines of, assist if health <#% Maybe that would suffice.
