anyone remember where you unlock this piece of research? i'm currently in my 2nd playthru and made a skill calculation error and need to reset my skills but i don't have access to the research ATM. if anyone know where/what triggers its availability i would love to know.

I think it happens once you hit a certain level.
I don't remember getting it from a quest or scan... but I could be wrong.

It isn't a certain level because on New Game + it isn't in your Upgrade list. I think you get it right before Disc 2 (PC players, right after Horizon).

It only shows up after you do the Collector Ship mission iirc.
