There is no way to get Garrus so he is not all shot up and in the damaged armor is there? He looked so badass and then well not so much. He could have fixed his damn armor at some point....

Unfortunately, in spite of the availability of expensive cosmetic surgery for Shepard and the billions of credits poured into the Normandy, you can't heal Garrus' scars or get him a decent set of armor (as in: not blown to pieces). 
He's still a badass, he's just...terribly scarred. Not bad; I can't imagine a lesser warrior walking away from a missile to the face with only some scarring to show for it.
