i worked out what it is its because i had a account from back in my mwn1 days and it reserves you an account or something what i did to fix it was i deleted my bioware social account and created it again using the link in game to get new content.
just make sure that if you have a bioware account the old one (for any bioware game before dragon age) that when you make your bioware social account you make sure your display name matches your bioware account name if you did it right it will ask you to authenticate using your bioware account.
also make sure the email in your bioware account matches the email in your ea online account.
please note that if you dont own any bioware games becides mw2 or
dragon age you can ignore the last part and just delete and remake the
account with no problems as long as you havent already redeemed
anything but everyone i have seen with this problem also has a old
bioware forum/game account.

ps. im not sure if you can re-redeem codes if you deleted the account that you originally redeemed them on so be careful.
For those having trouble linking pc bioware/ea account and also trouble logging into bioware social account from the game.
