I had the same problem and fixed it by adding Mass Effect 2 to my firewalls list of trusted programs, that seemed to do it for me

Disabling my firewall didn't work. Using a completely unprotected internet connection didn't work. I don't think anything will work, except a patch that solves this and other problems.
(But what a patch won't repair is the ruined customer trust.)

Guess another disappointed owner of this game adding another message to the topic won't help much, but maybe BioWare would at least make some statement about the issue (or, what would be better, patch it!). Would be kind of them, allowing buyers of their product to use the game fully.

Again, the issue is not that ME2 fails to connect to Cerberus, it doesn't recognize any internet connection at all, without a "connecting"- or whatever screen. There is no timeout when clicking on "Connect", it just goes straight and without delay to the error message.
Since I finished the game already, I'll just wait for a patch (which hopefully will surface within this year) and start again... oh well. Next time I just wait for a Bioware game to go budget...

Has anyone actually posted a list of the hardware they have installed from the system configuration utility? It's pretty hard to pull an answer out of thin air. If it isn't even trying to connect to the internet, it has to be a problem on the computer. Maybe all of the people with a problem are running hardware that has a problem, or an old or problematic driver. Post your hardware profiles up and start looking for similarities.
That would be the best place to start. Demanding a fix without giving the parameters of the problem (other than "x" is broke, fix it) can't and won't solve anything. Give Bioware and other unaffiliated people that could help (like myself) a chance by showing us what your hardware/drivers are.

I've helped a few people out already in another thread with DLC authentication issues. I can't offer a permanent solution - only EA can - but I do know of a workaround for the PC version that should let you play your DLC offline, thus circumventing the cerberus network 'internet connection not detected' problem.
If anyone is interested in the fix just send me a PM.

Okay, fair enough, proper problem description:
1) Game details:
On startup the laptop on the right is closed, and on clicking "Connect", I get the following error message: "Cerberus Network activation requires Internet connection. Please ensure you are connected to the Internet and try again."
This error message pops up immediately, the game doesn't seem to even try to make a connection. Other programs (including Dragon Age) have no problem connecting to the internet.
I've read every slightly relevant post on every forum, even the ones on technical problems concerning Dragon Age, and tried every solution that might work.
I've tried:
-opening the Configuration Utility and checked the "Dedicated Internet Connection." option
- disabling any firewall, virus protection software
- opening the following ports:
TCP 42100 - 42100
TCP 15200 - 15300
TCP 9945 - 9994
TCP/UDP 80
TCP 8000
UDP 8001
TCP/UDP 443
TCP 18081
UDP 18081
- I've checked whether ECN Capability is disabled. It was, but I tried enabling it too, which didn't help. And yes, I disabled it again afterwards
- running MassEffect2.exe as a Administrator
- using a completely different internet connection without any protection whatsoever.

OK, nothing too obvious there. Do you have any specific information on the motherboard and network device you are using? Also, are you using Internet Connection Sharing on that specific PC?
As an aside, if you go into your network connections do you have several network devices listed (network cards)? If so, try disabling all but the one you are using (right-click on all disconnected and choose disable). The game may be having issues identifying the correct active connection to use and may be selecting one that is not plugged in (right-click and choose disable) for all non-active cards. If it doesn't fix it, and you want them back on, just select enable instead of disable. Although if you aren't using them, they don't really need to be on.

obviously not. well, i think it's funny that i'm not able to play the dlc with my retail-version, but every screwhead who pirated the game can play it just fine... way to go, bioware, way to go...

Still having the exact same issue as you guys. Going through the support dance with EA and not getting anything back from them. They have my system info, etc. through the EAsyinfo utility and they haven't given me anything helpful so far.
I'm running XP with no software firewalls, can browse the internet just fine. For giggles I even connected straight to my cable modem. No dice. Like the others -- no blip on my network activity screen. The game isn't even trying to connect. There's not nearly enough time for a timeout.
