Stuttering Issues, in gameplay and conversation

Hello, i know there's been a few posts out there about this already.  I'm running intel dual core 2.5ghz, nvidia 9700M gt 512 v-card, 4 gigs of ram, OS vista 64.  Yes it's a laptop, but this is the first time i've ever had issues with it on a game, and a game that isn't really all that demanding.  it will run smooth for the longest or shortests of times.  it's random when it happens but it always happens. my cpu usage will go up to 90 to 100 percent, memory will go up to 66%. Also i play off steam.

I"ve tried lowering graphics and resolutions, i've tried d/l lastes drivers and doing a defrag, tried uninstall and re-install.  tried d/l the lastest openAL driver and renaming the one in the binaries folder, tried reseting the affinity to use only one core. i'm running out of ideas on what to do and tried all the suggestions that have been mentione on this forum and the steam forum.  that i could find anyway.  I'm starting to wonder if it's my os, i know vista's gotten a bad rep before, but it's never given me issues.  funny thing is when the stuttering is going on, cinematics will run fine then it'll go back to lagging and stuttering. 

If anyone has any solutions please let meknow, cause i'm about to reformat and if do that i'm just gonna go over to win 7, but dont want to just yet, have lots of stuff i'll lose.  Thanks

Found the issue, it was my bios throttling back my laptop because it was getting too warm =P ......asus makes nice laptops, but just get too hot....solution back to desktop.....wasn't cheap but a heck of alot better!
