Hades Gamma>Plutus>Nonuel

The Plutus solar system unlocks/appears (at least for me) after the completion of all the main story line choke points aside from Virmire.  On the planet Nonuel, theres a 'Warlords outpost' that I have never been able to enter.  Without too much spoilerage, i'd really like to know how to get in...? (I assume since thus far ive only played as a Soldier, this is some biotic/tech mission...but then why would i even be able to venture there?)

Also, sorry if people have posted this before...

it's the Renegade quest, it'll unlock once you get to about 75% on the Renegade rating
