I have the game running in windowed mode (dual monitor setup, so I have
to) and it's out of focus, then a sound plays outside the game it emits
a loud noise until the original sound stops. This doesn't happen when
DA is closed.

Is there a fix for this? I know this is a common problem.

It's not the game fault (if the sound is coming from you PC, not speakers). Change/clean you CPU/GPU cooller.

No, the sound is coming from the speakers. It's a game fault.
