Is it possible to reach level 30 before the suicide mission?

This makes me think that if you import a level 60 character you may get an xp bonus, as the difference in starting level (lvl4 vs lvl5) on the different imports doesn't account for me being 2 levels below the cap at the end of the game.

Actually it seems that a level 50 import starts you at level 3, so that would actually make sense that someone starting at level 5 could hit 30 while i was 2 levels short.

I think it's designed this way, as Bioware has much tighter control of XP this time around (no XP for kills, codex entries, resource mining, etc; only completed missions).
Keep in mind you automatically get +25% XP gain, 200,000 credits, and 50,000 of each resource at the beginning of any new game (not just NG+) once you beat it, so subsequent playthroughs will not follow this rule.

I started the game at lvl 3 or 4 (my ME1 character was level 52) and even with that 3 level bonus, I did EVERYTHING in game. Every side quest, scanned every planet, got damn near every upgrade (except the hacking/bypass ones) and after killing the last boss on normal, hit 28/9.
Someone let me know I am wrong, but for a single playthrough, without the ME1 bonus, I do not think you can hit 30.
I'm fairly certain you're right. I imported a level 50 character, and I did all the side missions, N7, loyalty, etc and I ended the game at level 28.

Same for me. I don't remember exactly when I hit 30, which side of the relay I was on, but there was never any question about it happening, and it was a good bit before the end boss.

To reach level 30 in 1st playthrough, import a level 60 ME1 character. You'll start at level 5. A level 50 ME1 character import will only start you at level 3. The standard exp, by doing every single quest, gives you enough to level 25 more times. Thus either 5+25 = 30 or 3+25 = 28.
Otherwise, you can reach it on a 2nd playthrough either by importing or a fresh character (I'm guessing the 25% bonus exp is enough for both types of characters to reach level 30).
