Telling Anto worked for me also.I believe you get paragon points for it.

Not only did I get this glitch on my first playthrough, but I can't even find Ish on my second playthrough. I guess Shepard Paragonned him good.

I think ish doesn't show up until the second disc , you might either have to do the patriarch side quest or a side quest on Illium.
