The picture in the captains quaters from your romance in ME1 do you buy
it or does it just end up there cause i dont have it? I only ask this cause i made one save with my imported save and my (LI) picture was there but i decied to restart the game with my save and now its not did the game glitch?

It just appears there. It appears downturned if you strongly pursue a romance with a ME2 character, but you can see it still. It might just be a temporary bug.

thanks for the info pretty weird cause it was there one my first import save? I will just play abit more maybe it will appear.
