Minor spoiler:

I found a forged ID and got a quest to find someone who could use it and I've been all over the Citadel and have been unable to find anyone. I did a google search and the 2 results both said find an asari who is talking about not being able to leave near the stairs on lvl 27 going down to 27.

I've done just that but none of the NPCs talk, let alone are selectable. So am I bugged? If so is there a known fix?

I did this quest. If you are coming from the CSec office turn left and before you get to the stairs that lead to the next level there should be 2 asari sitting on a bench to your righthand side. Talk to them and you can give them the IDs for renegade or go talk to CSec for paragon. Keep in mind the directions are coming from the CSec offices.

Do you remember which companions you had with you? I'm thinking that perhaps that matters.

They don't appear before u do the Thane loyalty mission. After that they appear. Obviously a bug.

You use the IDs on two asari sitting down. They will tell you that they can't get past customs. I forget where they are, but keep on looking for two asari sitting down and have the option to talk too.

I think i had Miranda and Garrus. I also did this after I beat the game. (dont know if that has anything to do with it, its unlikely)

Thanks, that's a workaround I can use until it's officially fixed

Ah thats my issue. I'm heading to do the Thane mission at the moment, I'll check to confirm this afterwards.

let me clear this up... its a bug... the councel must be dead/human ruled for them to be there. they werent there in my game where i saved the councel

Confirmed. You have to complete the Thane Loyalty Mission for the NPCs to appear.

And no it doesn't matter if you saved the council or not in ME1. Once you complete the Thane mission they will be there regardless.

They are there after the Thane loyalty mission. You can get C-sec to ease up on them and let them go to gain paragon points.
