I have found an absolute fix for this problem.
go to http://www.legroom.n...xtract#download and download Universal Extractor.
Install it and then run it (as admin if need be) and select the ME2 installer(s) of your choice
It will extract all the components of the Installer into a folder in the folder where the Exe is located.
search the now extracted folder for a .rar file, open that and extract it into your Mass Effect 2 Directory. (this is called a manual install)
Your DLC is now installed

Going to the launcher file in the program files area and right clicking run as administrator worked for me to get the dlc to install into the game.
All the situations are effective I believe it just depends on which type of bug it is.

somesmart's fix worked for me - thanks. I recently re-installed windows vista but just copied the steam.exe and steamapps folders from my old install. All the games worked, but the dlc wouldn't install. Running steam, me2, and the patch as an administrator worked for me.

I've got another fix that is a little annoying but works.
1. Clear enough space on your C: drive to move (NOT reinstall) Mass Effect 2 there from its current location but make sure you have at least 2 GB free space after you move ME2 to install the DLC. I suggest putting ME2 in C:/Program Files/Mass Effect2 (this worked for me). No need to delete files on C: drive, just move them to a USB or another HDD.
2. Install the DLC (can be run from a separate drive - no need for the installers to be on the C: drive)
3. Move ME2 back to its previous location and move any files that were taken off the C: back to the C: drive if necessary.
4. enjoy playing ME2 with your new DLC installed

Running Win 7 64 bit edition I had the same problem as many of you,
and no one of the proposed reg fixes/edits worked for me
But as i simply love this game i finally worked around it
Uninstalled ME2 then i reinstalled it by not using the autorun feature but rather go to the DVD
and manually start the installer by running it as ADMIN, ME2 was then installed correctly and all
my DLC's installed without any more of those freaking ME2 may not be installed ...
Hope this might help those of you that still have troubles with this !

Fixed my problem. I booted up the ME2Launcher, kept it running in the background. Started up the DLC exe, got the error that ME2 was running in the background. Closed ME2 Launcher and the DLC exe, restarted the DLC exe and it started installing. Did not edit the registry.

renticeapp's way works best
just run the launcher and all the registry is remade.

I am running Windows 7 64bit with the Steam version of ME2, and Somesmart's solution didn't appear to be working for me at first because trying to run the launcher manually wasn't launching anything. Turns out I still had an error message up from trying to install one of the DLC files. Renticeapp's step-by-step worked...I exited Steam, ran it as admin, ran the launcher as admin, ran the DLC installer as admin, got the error ME2 was still running, closed both, re-ran the DLC installer as admin, and everything is peachy keen!

Hello, I'm new around here, but I've had a similar problem.
I have Mass Effect 2 from Retail, so I own a disc (duh LOL) and have had it around since it came out.
I've had all sorts of DLC, going from Zaeed, Kasumi, and Firewalker.
Yesterday I bought and downloaded both Overlord and Arrival, and tried to install them, but it claims on both that the game isn't installed. I tried poking around the registry, and couldn't find it anywhere, tried running steam while trying to install, and I had the launcher open with the installer running, then close and try again.
Nothing worked. So I decided to just try and reinstall and replay the game from scratch, but then it goes on to say that the game isn't installed at all. O_o
So I looked in the directory for it, and it's in:
C:\\Program Files (x86)\\Mass Effect 2
So...it's there, since I've played twice with many hours and never uninstalled it. So, does anyone know why this is happening?
Oh, I run Vista 64 bit.
Thanks in advance!

So, I figured I'd throw my own solution into the mix here since I know how frustrating this issue is for many.
First thing to note is that I own ME2 on discs, so not steam. But I've had some major issues installing DLC with the continuous error "ME2 does not appear to be installed"
So, here's what I did.
Windows key +R - Type regedit.
Once there navigate to HKEY_LOCAL_MACHINE - Software - Bioware
For me despite having ME2 installed for almost a year now I only had Dragon Age under this folder, so, solution.
Right click Bioware - New - Key - Name it Mass Effect 2 - Hit enter
In the new folder right click - New - String - Name it Path - Right click path - Modify - In value data enter your ME2 save folder for me this was D:\\Games\\Mass Effect 2
Didn't even have to reboot the PC as all DLCs installed straight away and works like a charm.
p.s. please be careful when messing around in the registry
Best regards

I had a problem with dlc/patch content giving me the same error, all I had to do was delete the ™ from the folder name. All the content installed easily afterward.

renticeapp 's solution worked perfectly for me! I downloaded it through the EA Download Manager if it helps someone as everyone seems to have it through Steam.

I found that the reason mine kept doing this was that AFTER I had installed the new DLC that it had wiped my account details, so I hit the connect button, filled in my log in info and it all worked 100%

Alright, this is frustrating me to no end. I just downloaded ME2 for Steam. I went to BSN, registered my game, and went to "Your registered game content" under Profile. There's Cerberus Weapon Pack, Normandy Crash site, Zaeed, etc etc. Whenever I try to press download, it says ME2 is not installed, please install and try again.
I am technically retarded, like 100%. But I tried renticeapp's suggestion, and it didn't work. Absolutely no effect. I tried somesmart's, ran steam as admin, then ME2, and then the DLC. It told me to close ME2 and retry, which I did. Same error. Is there any solution, or any other suggestions? I don't think I'm going to get any paid DLC if this keeps up.
