Yes, you need to survive the Final Mission, turn down your other potential LIs, save Kelly and continue after the credits. She'l leave a message at your terminal. Rumor is shes a female romance too.

Its real haha, and I can say from experience it works just as well with FemShep!
I skipped romances and after the game ends, save and load it back and she'll send you the message that starts it all
After I had my fun I relationshipped Thane for the achievement haha, but not before I got my hands on Kelly!

Yes it is. You get the experience it end of the game (assuming you aren't in a romance and you saved everyone/ you didn't die yourself).

If I romanced Liara in ME1, can I still get a romance with Kelly? I thought I did everything and I saved her, but I never got the e-mail after I beat it.

Yes you can romance Kelly without effecting any pass ME1
romances. Be sure when talking to her and she mentions Gurres or Tali to ask
her if she’s into aliens. After rescuing her from the Collectors base talk to
her so she can talk about her ordeal. Then leave the ship and when you come
back you should have a message from her on your private terminal.
