I really would like to recruit Tali as soon as possible. What would be the fastest way to get to her recruitment mission? I'd appreciate help.

It won't happen till after the Horizon mission - you'll have to recruit the initial batch before she becomes available - and then Horizon mission, then you get her dossier.

Think you have to do the Horizon mission, and then you can recruit her right after that.
