...redeemed Shale or my Dragon Blood armor, the reason I haven't is because of all the problems I figured I would just wait instead of being frustrated further. Are there still problems associated with these items or can they be dl'd and used without issues?

No simple answer. I dl'd Stone Prisoner on release and had no problems in 2 playthroughs. Added Wardens Keep recently for a third and have no problems yet. But the fact is some people do have issues. Roll the dice.
