i go to the screen and it just sits there, doesnt crunch the hard drive or anything. i moved ME1 so it was in the same hard drive as ME2 and still same problem. any suggestions?

Did you run the configuration utility? You have to run that first, choose the Save games tab, then click on the 'Copy Mass Effect 1 Save Games' button. Navigate to the ME1 Save folder and choose that. Hit Okay. Nothing will appear to happen, but that imports your saves into ME2. Then, when you're in-game, you should be able to choose your old character.

cant find the ME1 save folder, did the import on the whole folder but no go. advice?

The save folder on Windows XP should be in My Documents -> BioWare -> Mass Effect -> Save. I don't know exactly where it goes on Vista or 7, but that may point you in the right direction.
