When I used Tali/Legion I noticed their drones had a massive 30 second cooldown timer, which limits their usefulness significantly.
I hadn't played engineer yet at the time, but I figured if their signature ability was that poor I didn't want to. Then I found out the real power only has a 3 second cooldown, 1/10th of that my party members have.
So is it a bug? Or have Tali and Legion been gimped for a reason? I mean maybe I can see how they don't want you to have what amounts to 6 combatants on your side at all times (9 if you are fighting sythetics) if you happened to be an engineer with Tali and Legion as squadmates, but if that's the case they should have given them different powers instead of wasting 1 of the 4 on such a useless ability (not to mention that AI hacking is only useful about 10% of the time anyway).
Why do Tali and Legion have gimped drones?

All the secondary characters have higher recharge times then the player.
From a game perspective, it's easier to balance that way. From a setting POV, there's a reason Shephard is so needed, he's just badass uber.

30 seconds? Legion and tali's cooldown are 18 seconds. I bought all the team upgrades and stuff.

Perhaps it's because Engi-Shep, Tali, and Legion all casting pokeballs of doom at once would be so much awesome it might break the game.

The player drone is only 3 seconds? Sweet, I didn't make an engineer right away (even though it was my favorite class) because I thought they had the same big cooldown.
