Basically I can't seem to scroll up or down in text boxes (like the journal and codexes) so I have to move the scroll bar "the old-fashioned way" ... can this really be true??

Aye, I believe it is. I haven't found a way to use the wheel either, and I believe I read that as one of a long list of complaints in another thread.
