The explanation is how I understood it, but perhaps you may shed some light on my situation (PS3):
So, I've set up what I think to be decent tactics, but am uncertain as to if they are executing correctly and/or if I am using my combat correctly.
Here are the problems:
Health related:
1a) I at first had Ally Use lesser health potion; also had Self Use lesser health potion
1b) I and other allies still kept dying; so I bumped up to

Combat related:
How I initially start engaging an enemy is to highligh all characters (L1 + R1) and target an enemy (L3). Having simple attack tactics set up, such as Enemy: Nearest Visible -> Attack (or some variation), I would think once the first target was defeated, party members would just move onto the next.
Sometimes I feel like some members just end up standing there. Any suggestions? Should I only have 1 party member highlighted? I suppose I just need a lesson in combat, really. Any help is appreciated! I'm kind of new to this style of RPG.

Bump to the first page to help people, and I'll try to answer as I'm playing the PS3 version as well.
The biggest thing is, don't have all your party members highlighted. The character you control needs to be told to fight after an enemy goes down. When you're in direct control of them, they don't follow the Tactics set-up for them. If you're going to have everyone selected, you need to tell them to attack each enemy individually. I usually only select my entire party when I need the group to focus-fire a higher level enemy or mage.
Also, you don't really need a basic "Attack" tactic. That should be covered by the behaviour each character follows (default, aggressive, passive, etc.). If you do have an "Attack" tactic, make sure it's last in the list, or that's the only thing the character will do (as explained in the main post).
I am leery about using the Ally health with potions as well. I'm honestly not sure that a character can give a potion to someone else. I think the Ally health condition is meant for healing spells. Each character needs to have a Self health condition for health potions if you want them to have one.
