Let's say I've completed the romantic plot with Miranda but I was really interested in Tali the whole time; even though I've yet to recruit her. What, if any, would the ramifications be?

As long as you haven't gotten the final romance scene, you can still switch. Once you go through the romance with Tali, she will say that she doesn't want to share you. At this point, you'll need to break it off with Miranda if you want to get the final scene with Tali.
